We aim to illustrate an axiomatic approach towards the development of a Theory of Mind (ToM). Specifically, in the first section we briefly introduce our approach as a necessary tool for a ToM. In section two, we specify necessary and sufficient conditions for intelligence as part of such a theory and a suggestion for the nature of consciousness.
